Swimmer fingers: If indoor swimming, then he has softer finger skin with rub injuries affected by chlorine.

Chemical sensitvity: There may be some contact allergy or sensitivity inflammation to a chemical, but not sure what that chemical would be. Need more information. Hope that helps
