Ovulation: Your discharge will change consistency according to your hormonal levels. When you are ovulating you can have this type of discharge and mild cramping sensation. Are you on any type of birth control?

Hormones: Clear to white vaginal secretions are perfectly normal. Their quantity & consistence are influenced by your hormones. The secretions are stretchiest at the time of ovulation. Perhaps you didn't ovulate during your last cycle and "missed" a period. If you are sexually active but, for any reason, not using contraception, you should repeat the HPT in 2 weeks if you still don't get a period.
