Depends, get checked: If by covered you mean you are not circumcised. This is just fine, as long as it is not tight, you can retract the foreskin, and there is no pain. If you are circumcised, this could mean that some extra skin was left on the upper surface, also not a problem. If you were not circumcised but have an irregular covering of the head of the penis, I would get it checked to ensure normal anatomy.
