Many possiblities: This could be pneumonia, asthma, bronchiolitis, allergic rhinitis with postnasal drip, gastroesophageal reflux with or without aspiration, a virus, a bacteria, an irritation. The best advise i can give based on your description is to go see your pediatrician asap.
