Maybe: Smelly urine is a vague personal assessment. It may be normal or the only sign of a localized infection at the urinary outlet or under the foreskin. Unless the kid has a fever it is less likely it is a bladder or kidney infection. It certainly deserves to be monitored closely and an office visit during regular hours could rule out something more worrisome.

Don't worry: Worth getting urinalysis once for reassurance. Foul smelling urine, especially in girls may be a sign of a UTI, but usually is benign.

Urine test: It is wise to check a urinalysis. Sometimes smegma a secretion from the skin there can give an odor in uncircumcised penis. But it is good to check a UA to ensure it's not a bladder infection.
