Can latisse (bimatoprost) still make my eyebrows grow even if i got permanent makeup on it?

Yes: The permanent makeup is a tattoo on the skin underneath and next to the eyelashes. It should not have affected eyelash growth and therefore Latisse (bimatoprost) if effective in you, will have the expected effect.
