Sounds: more like allergic reaction. If OTC antihistamines such as Benadryl (diphenhydramine) do not help, seek medical attention. Allergy could be affecting other organs as well.

No: Diffuse lip edema could be from many causes such as angioedema, allergic reaction but water retention is not one of them. Please see your primary care doctor.
