Not generally: So long as the herbs (or other vegetables) are grown under modern and sanitary conditions, they should be generally safe to eat raw. It is, however, always a good idea to wash your fresh herbs and veggies, including salad greens, before eating them. If you're particularly concerned, there are special soaps you can use.
