Delayed Puberty: This is an issue that needs to be addressed in your doctor's office. They will know or at least be able to get your complete medical history as well as your family history and then initiate a work-up to investigate for possible causes.

Time for a workup: Any woman with no breast tissue development by 13 or menses by 16 should have a full evaluation for pubertal delay. This looks at the hormones that support puberty as well as the structures needed to have menses. There are some who are delayed and a rare group who don't have the parts. For most there are treatments available.
