Probably not: The innervation of the skin of the scrotum, around the testicle, is different from the innervation of the testicle. Your testicle used to be an ovary (we are all female during early development). When it descended into the scrotum, it brought its innervation with it. The skin of your scrotum is innervated by a different set of nerves. You should have normal sensation.

Your question: Many times a testis which is atrophied is painful or hypersensitive. However, it can certainly become desensitized as well. So yes it is possible.
