Late period: is hormone related. nothing to do with tubal ligation. fluttering in lower abdomen may be due to gas in bowels. doubt has any association with tubal ligation

Irregular menses: The only way to be sure that you're not pregnant is to do an over-the-counter pregnancy test or blood test with your doctor. Some women just have difficulties ovulating which leads to irregular periods. If your last menses was in November and now it's April then you definitely need some help (probably a prescription for progesterone) to help you menstruate. The fluttering could be digestive.
