Weird protocol: First, a barbiturate to put the person to sleep. Then succinylcholine to make the person not move. Then potassium chloride to stop the heart. The latter would be very painful if the person isn't asleep. It's easily bungled especailly with well-intentioned people making the barb (pentothal) hard to get.
