Not necessarily: I would certainly be checked to determine the cause. Having edema in the legs is not usually better than having it in the feet. If a person is retaining fluid for example, as the condition worsens it goes from just involving the feet to involving the legs as well. Be seen.

Fluid retention: Can be because of Anemia, low protein,Liver/heart/kidney disease, bilateral DVT, certain medication effect. Ibuprofen can damage kidney. Low thyroid also.
