Highly doubtful: I cannot imagine the presence of methamphetamine in any commercial product. It is illegal and highly dangerous and any publically distributed product would have to have insane management to include it in their ingredients.

No: There are no methamphetamines in condoms, no mood altering chemicals or anything that could be detected in laboratory tests to show that you were using them. Sounds like an internet hoax or something! The "Delay" type condoms have a topical anesthetic agent to temporarily numb the skin on the person wearing the condom, but no amphetamine chemicals. The female is not affected.
