Not normal: Blisters for 12 days after healing is not normal. Whatever you are putting on it, stop immediately! Stop any new soaps, detergents, lotions, sunscreens & see your doc and find out what is going in. Smart to keep it out of the sun, by the way. Could be a contact dermatitis or localized allergic reaction to a product, but could be something else. See doc to sort it out, or try Healthtap Prime.
