In a question a doc said that by 38 most adults have reached max height. what would cause those who didn't to not yet be at final height by age 38?

Max is much earlier: There is no normal height growth after completion of pubertal growth, which in many people is in the late teen years, but in some people there is still a little bit of normal height growth in their early 20's. After that, there is no normal height growth. But, height can increase by working in the International Space Station, getting certain types of fractures or surgeries to the legs, etc...
