Unsure: That's difficult to determine from your question. I would really want to see it; possibly culture or biopsy the area and find out what it is. Being that we don't know what it is I would say avoid sex until a physician determines what it is.

Prob not chancroid: Your description doesn't sound at all like chancroid, and there have been few or no chancroid cases in the United States for over 20 years. And chancroid would not continue unchanged for a month. Presuming this is genital, get checked for herpes -- but most likely it's neither one. See a doctor for proper diagnosis and treatment.
