Trim and not shave: Trim the vulvar hairs but don't shave for awhile and see if the ingrown hairs go away that are possibly causing the itching. And eliminate the aftershave as it could an additional source of irritation.

Folliculitis: The regrowth of hair can cause the itching. Take a brief holiday from shaving. Use body lotion to soothe irritation. You might want to consider alternate methods of hair removal. Thanks for trusting HealthTap!
