Highly unlikely: Both areas are controlled by completely separate cranial nerves and innovations. I cannot see either the anatomic or physiological connection between those two things. Unless of course, one considers stress and anxiety reactions from the clogged ear as perhaps precipitating some type of nervous reaction which then could result in some minor eye twitching. But that is a stretch.
