No: the usual dosage of magnesium gluconate would be 500-1000mg per day for hypomagnesemia.

Magnesium: You magnesium intake is okay, but your twitching may be due to compression of your nerves by your cervical vertebrae. See an orthopedist or neurologist for help

Not excessive: That is not an excessive dose and may reduce muscular cramps but may not help pinched nerve which is commonly seen in the neck area. See your physician if symptoms persist.
