See your doctor: coughing up blood is always a potential danger sign, and requires evaluation as soon as possible. I am not aware of anything in a dollar bill that can cause that kind of reaction, but you didn't say exactly WHAT you smoked, and I have the feeling it wasn't tobacco. See your doctor or go to an urgent care setting for evaluation, which may require a chest Xray/other tests. If cocaine, get help now
