Tattoo: Two possibilities. One you could an infection which can be common. These infections are mostly topical and respond well to warm soapy water and triple antibiotic ointment. However, petroleum based products can pull the ink out. Secondly, you can be having an allergic reaction to the ink. Most people won't have any problems with tattoo ink. However red ink can cause a reaction in certain people.

Ice ice: Maybe you are having a reaction to the color dye or perhaps an infection. Best to ice and see your doctor as soon as possible for consideration of steroids and antibiotics to calm this picture drawing down!
