It means that: when the cervix becomes soft if will be able to stretch out (efface- becomes thinner) and eventually there will be dilation (opens). But for right now - it doesn't give you a time line for delivery. It is just one of the things that needs to occur before you have a baby. Congratulations & stay well.

Cervix softening: I presume you mean you are 35 weeks pregnant? If so, the softening cervix means your body (uterus) is preparing for the birth process and labor could begin within the next 2-3 weeks (maybe sooner).
