Should the smaller saphenous vein feel harder behind, and descending from the knee, than near the achilles tendon?

Saphenous vein: no. Veins should not feel "hard". They should feel spongy or soft. It may be a phlebitis or clotting of that vein. Ibuprofen 3 times a day or alleve 2 x a day as an anti inflammatory helps along with a warm compress dressing can reduce that feeling in the vein. Go see your PCP.
