Could be serious.: You're young, but 1% of breast cancers occur in men so it is something that should be taken seriously. Get yourself to a doctor and get checked out..

Get examined: Consider a HealthTAP consult. We need to know more about you. Is it happening to one or just both? When did it start? Are you pierced? Any discharge? For most men it can be a fungal infection that leads to cry/scaly/crackly skin that fissues, but you can't rule out cancer and so get examined.
