It's possible: that your husband's itching is stasis dermatitis related. And often topical corticosteroids are used in these cases.

Itch/venous stasis: There are many causes of itching in the legs and venous stasis, although it can cause itching, is not one of the more common symptoms of venous disease. Your husband should have a venous evaluation with a venous ultrasound to see if he does have venous disease before attributing the itching to his veins.
