Rashes...: Rashes are notoriously difficult/impossible to diagnose without being seen. You may have a simple irritation, a fungal rash, bacterial folliculitis - all of which would warrant a different recommendation. Since it is persisting, see your doctor who can actually make a diagnosis based on what they see and provide you with appropriate treatment.

Possible infection: Getting a rash after shaving the armpits is very common and usually subsides over a week or so by: discontinuing shaving, skipping any antiperspirants till rash subsides and use a fragrance-free soap. If a rash is not responding to over the counter hydrocortisone cream, and is not improving, it may indicate a bacterial or fungal skin infection. This requires an urgent trip to your physician.
