Nothing is perfect: Having periods or having extra spotting can be normal but at the same time inconvenient and should be investigated by your gynecologist. Someone with a tubal ligation is highly unlikely to get pregnant, but this is always a possibility that needs to be explored. Do not hesitate to get tested. Although bleeding means that it's unlikely you're pregnant.
