If you change the liquid in the e-cig to a non-nicotine liquid, is it the same as a shisha pen?

Dont understand ?: electronic cigarettes are all essentially the same. They have a heating chamber that either uses a chemical reaction or electricity to heat the contents to a level that releases the underlying substance as a vapor, generally without many of the other organic compounds ("tars") which are released when the substance is combusted (smoked). You can use any of these products with non-nicotine product.
