Wide diagnosis: I am not a Gastroenterologist, but the issue you describe has a very wide range of possible diagnoses. Ulcers of the bowel, such as colitis, diverticulosis, polyps or a tumor can all cause such symptoms. Hemorrhoids cause bleeding very often, but they don't explain the abdominal pain. It's very easy to have an endoscopy and colonoscopy and find out immediately what might be causing your issues.

Needs evaluation : These are concerning symptoms in the context of abdominal pain with associated blood in your stool. I would make it a point to call your medical provider who will need to evaluate The problem more thoroughly.while there are minor problems that can give the symptoms, there are more ominous things that need to be ruled out. If pain and bleeding is not tolerable go to ER.
