No, if normal pap: Blue cervix usually means the mucus membrane of the cervix is congested and blood vessels can be seen beneath the cervical lining. This may be seen in pregnancy and in other situations eg in cervical ectropion where the lining is thin and the vessels may be seen or cancer which may have increase cervical vascularity. If your PAP and HPV tests are normal I would not worry. Your doctor may do colpo.
