Probably not: Suggest you try some hydrocortisone cream to see if it helps. If not, consult your doctor even though I would doubt that this is from herpes. In the meanwhile, try moisturizer on area immediately after bathing and avoid scented or anti-bacterial soap.

Pubic hair itch: The cause of the itch may be hard to determine now that it is scabbed over. Keep it clean and do not scratch it so it can heal. If it continues to be bothersome than have a physician look at it.
