Partially: Telemedicine is likely to allow medical specialists to help people in remote locations. I am of the opinon that telemedicine is unlikely to deliver much routine or basic care. Other technologies can help with basic health care by allowing people access to medical information (such as healthtap) and connecting people with health concerns to the medical providers.
