Allergy induced: Sounds like seasonal allergies with some bronchospasm. If you are having a hard time breathing and wheezing, you must be evaluated by your doctor. For the allergy part, loratidine or certrizine once daily will help.

Shortness of breath: If you are short of breath and wheezing for the first time, you need to see a doctor now. If this has happened before and is worse than usual, see a doctor now. If you have trouble breathing when you sometimes cough, nasal congestion,but otherwise don't feel too bad, you can try soup, lozenges, and wait and see. Its a judgement call you have to make. If you are worried, then see the doctor and ask
