Yes: if the semen is in your vagina you can get pregnant. The sperm cells begin migrating up the mucus in your cervix as soon as they touch it, and while a lot of liquid will leak out enough of the sperm start the climb into your uterus to cause a pregnancy.

Yes...: The sperm start their "swimming" attempt immediately - semen will "leak out" - it has no place else to go. If you don't want to get pregnant - use protection 100% of the time (also to prevent STDs!)
