R/O UTI: While causes of pain while urinating and testicular pain in children can vary, the cause of both symptoms together narrows it down to just a few causes like orchitis and epididymitis.. He should be seen by a doctor soon for an exam and urine test to begin with.

Testicular pain: I would get a doctor to check him out and be sure there is not an infection or hernia.
