My arms hurt on the inside. i have no injury or overuse but hurts worse u. my forearm on the inside. what could it be?

Many possibilities: which can easily be figured out on exam. If the areas hurt with local touching, then that's where the cause is. AND, if it is pain radiating into it from the neck, then C-Spine disease. The fact it is both arms is interesting. Can be from muscle strain but fibromyalgia, myopathy and C-SPINE disease would be concerns.
