Lungs not dry: As an isolated symptom, it's not likely to be any lung disease. Your lungs are certainly not dry. You can reassure yourself of this by exhaling on a mirror. Notice the vapor clouding the mirror. No matter how much you do that,, the vapor keeps coming, because your lungs are never dry.
