Report crime: Regardless of his reasons, your brother will continue to steal unless he faces consequences. As hard as it may be to do, you and your mother can best help him by making a formal police report of the theft. He needs to know this cannot go unaddressed.

Entitlement: It appears that your brother feels entitled to the property of his mother, and that feeling may or may not be derived from training he received as a kid or a change over time. If it is reasonable within your culture to report the issue to the elders, or authorities, you should do so. Failure to do so allows the belief to continue.There must be consequences to bad choices or they will continue.
