Without a direct look at glans penis and further review of detailed clinical Hx, it's hard to decide if red spots on glans penis is long tight foreskin-related or not. If yes, circumcision is advised for recurrent balanoposthtis after ruling out other possibilities such as psoriasis, std-related skin disorders, etc. So, seek pro-evaluation & counseling timely.
