Human Chorionic Gonadotropin: This test comes in two varieties, one a purely "qualitative" one that is intended to detect pregnancy, and a second quantitative one that provides a number, and thus can detect more subtle abnormalities of production either by the fetus, or a tumor.

Same thing : Less than two means not pregnant . It may sound strange but is just the way lab reports report a negative pregnancy test result.
