Skin: It may be due to folliculitis which is caused by a bacterial called Staph. If the bumps are painful then you may need antibiotic. Sometimes you may have ingrown hair because of shaving which is not painful.

Bumps: Sounds like mild folliculitis or inflammation of the hair follicles by staph. You can start with OTC antibiotic cream but should check it out with a dermatologist as it may need to be cultured and an oral antibiotic started.
