Probably.: Different people have different concepts of what a "mole" is, so I'm not sure exactly what you scratched off. But in general, stuff you scratch off accidentally grows back without any problems. If it starts to itch, bleed, change color, or grow rapidly, that's another story, and you'll need to have a dermatologist take a look at it.
