Breast growth: Breast grow at different rates, and at age 17, hormone levels which control breast growth may not be dependably produced. Other than hormone supplements, which are not always safe, there are no medical remedies for breast growth. As you get older, your breasts may naturally increase in size.

Breast size: No, I am sorry. The media demands that we live up to a certain appearance - tall, thin, beautiful skin, large breasts, small hips, etc. As a young woman, you are a target and it's all about companies getting rich by selling you clothes, makeup, plastic surgery. You are still developing and so will your breasts. Embrace who you are and the beautiful woman you will become.
