One could have : Fungus which could cause skin turnover, it could be interdigital corns, without seeing hard to say....

See a dermatologist: Tinea pedis (athlete foot) is common. Erythrasma possible. While waiting to go to dermatology, try OTC miconazole cream (clotrimazole, ketoconazole, terbibafine).
