Yes: While the typical otc Hydrocortisone creams are usually 1/2 %, no more than 1% it is still possible to develop side effects with overuse with them. The good news is that you really have to overuse them to be at risk. So, if what you are treating does not get better with a week or so of use per the package instructions then you really need to have a doctor examine your condition.
