It depends: If you mean 3 weeks from your last period, then yes it is too early. If you mean 3 weeks from when you think you conceived then a test could be positive but a negative test would not definitely rule out pregnancy.

See below.: The earliest pregnancy test you can take is a quantitative blood test. It can detect HCG 8-9 days after fertilization of the egg. If it shows a level less than 25, then it is equivocal and might need to be repeated in a couple of days. Visit your doctor if there is concern.
