No: The american college of obstetricians and gynecologists estimates that at least 85 percent of menstruating women have at least 1 pms symptom as part of their monthly cycle. In most of these women, symptoms are fairly mild and don’t need treatment. That leaves some who don't have symptoms at all. Others (3-8%) have more severe premenstrual dysphoric disorder (pmdd).
