How do you treat a fever blister under my lip where a part of my lip is swollen?

Lip: Ice in a wash cloth several times a day and there are many OTC creams you can try. If the swelling gets worse though check it out with your doctor

Acyclovir: A fever blister is likely a cold sore - caused by a herpes virus. The only way to treat it is to take acyclovir or valacyclovir - both prescriptions you can get from your doctor. There are OTC creams which also work in mild cases but understand that it is herpes and it will recur. There is no cure, it is lifelong.
