Varies: There are many potential causes. In general, bicycling uphill is going to require more forced to be applied to propel you forward than riding on level ground. So one condition, for example, would be if you were developing chondromalacia of the patella and when you are putting more force on it while going uphill it is becoming symptomatic. Is it your glutes?: When climbing hills on a bike you use more hip extension/gluteal muscle strength which is a common area of weakness in athletes known as "dead butt syndrome." This in turn puts more strain on you IT Band and your Quads which aren't as large. I would recommend doing some exercises to strengthen your glutes and the burning should disappear
